Watch it during rain
Follow the flow towards the outlet and look for the point where water slows down.
Check whether the gutter sags
A cleaned gutter can still hold water if the brackets have dropped.
Look behind the gutter as well
Water may be running down the back of the fascia rather than over the front edge.
